Living in El Salvador
Since March 2024, El Salvador no longer taxes foreign-source income, and everything is paid in dollars. The trade-off: average roads and public healthcare, and a state of exception in force since 2022 that brought crime down in official figures while curbing civil liberties.

Who it fits
- Foreign-source income (clients, dividends, portfolio outside El Salvador)
- Anyone wanting to live in US dollars with no local FX risk
- Anyone accepting a car-based life between San Salvador and the coast
Cost of living and cities
San Salvador concentrates skilled jobs, private hospitals, international schools and the international airport. Residential areas such as Escalón, San Benito or Santa Tecla, on the west side of the metro area, hold most of the expat supply. The Pacific coast around La Libertad and El Tunco draws surfers and remote workers, with a slower pace and fewer services.
The US dollar has been the everyday currency since 2001: no FX risk if you earn in dollars, but imported prices follow US inflation. Some shops still accept bitcoin. Since the 2025 reform, acceptance is voluntary and the public Chivo wallet has been wound down. Plan for a regular dollar bank account.
The country is small and dense. Trips look short on the map, but rush-hour traffic in the capital is slow and you need a car outside central districts. Our grid scores infrastructure 4.5/10 and space 7.5/10. Budget air conditioning, a car and private health insurance before comparing rents.
Personal tax and residence
Since Legislative Decree 969 of March 2024, El Salvador excludes foreign-source income from income tax, for residents and non-residents alike. Our grid shows it as 0 to 30% on local income and 0% on foreign income. A service performed from El Salvador stays Salvadoran-source even if the client is abroad: where you work matters as much as where the client sits.
Tax domicile is triggered notably by more than 200 consecutive days in a calendar year, or when your main place of business is in El Salvador. A non-domiciled person pays a flat 30% on local-source income; a domiciled person follows the progressive scale up to 30%. VAT is 13%.
For a European, the home country decides: as long as your home, family or economic interests are there, tax residence does not move. Get written advice covering the source of each income stream (salary, services, dividends, crypto gains) before signing a lease.
Family, school and healthcare
Private bilingual and international schools cluster in San Salvador; outside the capital the choice shrinks fast. Our grid classes homeschooling as regulated: generally described as legal and workable. Check current conditions locally before moving.
For healthcare, the capital’s private sector covers most routine needs; the public system is under strain. Private insurance, local or international, is the norm for expats. Security has improved sharply since 2022 in official figures, under a state of exception that suspends some judicial guarantees. Each family has to weigh that trade-off.
Visa, pace and daily life
Temporary then permanent residence goes through the General Directorate of Migration and Foreigners (DGME), with routes tied to work, investment, retirement or stable income. Amounts and documents change: check them on the official site before preparing the file.
The Freedom Passport programme (Decree 918, December 2023) opens a path to citizenship in exchange for a donation in bitcoin or USDT. It targets a narrow audience: read the official conditions and have the tax effect checked in your home country.
Day to day, Spanish is essential outside expat bubbles. Direct flights to the United States make trips easy; to Europe, direct flights are rare. Plan several weeks on the ground for the bank account, lease and residence permit.
El Salvador suits people living on foreign dividends, investments or a pension who want to live in dollars. It suits poorly anyone who needs reliable public hospitals or rejects the state of exception.
Common mistakes: believing bitcoin replaces a bank account; forgetting that work done locally is local-source; ignoring the home country’s exit tax or CFC rules; treating Ranking scores as tax advice.
