Living in Bolivia (territorial regime)

Bolivia taxes only Bolivian-source income, and living there is cheap. Since 2023, getting dollars has been hard, and our grid scores the economy 4/10. Living in La Paz, at 3,600 m, has little in common with living in lowland Santa Cruz.

The real drawbacks

  • Anyone needing smooth access to dollars and international transfers
  • Anyone who struggles with economic instability
  • Families wanting a documented homeschool framework

Who it fits

  • Foreign-source income and a tight budget
  • Anyone who adapts to altitude or prefers the Santa Cruz lowlands
  • Anyone who speaks Spanish or plans to learn it fast

Cost of living and cities

La Paz, seat of government, sits at around 3,600 m, with El Alto above it; acclimatisation takes time and does not suit everyone. Santa Cruz de la Sierra, in the tropical lowlands, is the country’s economic centre. Sucre, the constitutional capital, and Cochabamba have milder climates and a calmer pace.

The currency is the boliviano. Since 2023, access to dollars has been difficult and the exchange rate under heavy strain; fuel shortages have also been reported. For a foreigner, withdrawals, transfers and international payments become less predictable: keep several channels and a reserve.

Our grid scores infrastructure 4.5/10 and space 10/10. Distances between cities are long and mountain roads slow; domestic flights are often the easiest way to link La Paz and Santa Cruz.

Personal tax and residence

Bolivia taxes only Bolivian-source income. RC-IVA applies at 13% on that income, and our grid summarises the scale as 0–13%. Foreign-source income is not taxed locally.

Work performed in Bolivia, or paid by a Bolivian entity, is local-source. For a remote worker paid from abroad, get written advice on how your activity is qualified. For inheritance and property, consult a local notary: transfer rules are checked case by case.

The main tax risk sits in your home country: exit tax, CFC and residence tests. Bolivia is rarely chosen for tax alone; cost of living and lifestyle weigh more in the decision.

Family, school and healthcare

Private and international schools cluster in La Paz, Santa Cruz and Cochabamba. Homeschool status is not yet classified in our dataset: treat it as unknown and get written local advice.

Private healthcare in the big cities covers routine needs; the public system is under strain. At altitude, have each family member’s tolerance checked, especially young children and people with heart or breathing conditions. Insurance with evacuation is recommended.

Visa, pace and daily life

Temporary then permanent residence goes through the General Directorate of Migration (DIGEMIG). Required documents (criminal record, certificates, apostilles) and timelines change: check the official list before starting the file.

Spanish is essential. Quechua, Aymara and Guaraní are also official languages, among other indigenous languages, but administration runs in Spanish.

The pace depends heavily on the city: La Paz is dense, cold and hilly; Santa Cruz is hot, sprawling and car-based. Spend a few weeks in each before signing a lease.

Bolivia suits people seeking a low cost of living who can live with currency instability. If you depend on regular international transfers, test banking on the ground before committing.

Common mistakes: relying on a single banking channel; choosing La Paz without testing the altitude; assuming work done locally stays foreign-source; ignoring the home country’s exit rules.
